The commission will seek to protect the public interest both in having adequate and efficient telecommunications service available to all citizens of the state at just, fair, and reasonable rates and in providing equal opportunity to all telecommunications utilities in a competitive marketplace. When the two principles inherent in the public interest are in conflict, the commission will seek to attain an appropriate balance between them.
