In addition to NFPA 58, §2.2.1.5, before filling a DOT cylinder, the individual filling the cylinder shall examine the cylinder. Where the cylinder is found to be dented or bulged, where the metal is gouged, or where there is evidence of corrosion which substantially reduces the integrity of the cylinder, such cylinder shall not be filled.
