The operator or proposed operator must remit the following non-refundable fees to the Commission with each registration application under this subchapter:

1. (1) a non-refundable fee of $500 for each enhanced recovery facility to be registered; and
2. (2) annually, a non-refundable certification fee of $10,000 for each enhanced recovery facility registered under this subchapter.
