All motor transportation brokers shall conduct their operations in accordance with all applicable laws of the State of Texas and all applicable regulations of the commission. All licenses issued by the commission are subject to applicable provisions of law and of these regulations as fully as if said laws and said regulations were set forth verbatim in each certificate, permit, and license.
