All motor bus companies shall conduct their operations in accordance with all applicable laws of the State of Texas and all applicable regulations of the commission. All certificates and permits issued by the commission are subject to applicable provisions of law and of these regulations as fully as if said regulations were set forth verbatim in each certificate or permit.
