Unless alternative methods are approved pursuant to §3.13 of this title (relating to Casing, Cementing, Drilling, and Completion of Requirements), fresh water sands are to be protected with surface casing which has been cemented, and such casing shall not be removed from the well at abandonment. This applies to wells drilled by cable tool and rotary rigs alike.
