The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.
- (1) Applicant or petitioner--A person or agency, including the agency staff, who by written application or petition, including appeals, seeks a remedy from the commission.
- (2) Complainant--A person or agency, including the agency staff, who complains to the commission of any act or omission committed by the commission or any person or agency subject to the commission's jurisdiction.
- (3) Intervenor--A person or agency (including the agency staff), other than an applicant, complainant, protestant, or respondent, who is permitted to become a party to a proceeding.
- (4) Protestant--A person or agency, including the agency staff, opposing an application or petition submitted to the commission.
- (5) Respondent--A person or agency against whom any complaint has been filed or who is under formal investigation by the commission.
