1. (a) Disbursement of funds will not occur until the Applicant has paid all financial obligations incurred to the State of Texas, and a final compliance audit has been completed and approved.
2. (b) In the event of unpaid financial obligations to the State of Texas, the Office of the Governor will determine whether or not to withhold grant disbursement, pending settlement.

3. (c) Payment Assignment.

   1. (1) An Applicant can assign payment of the grant to a third party.

   2. (2) To assign payment the Applicant must submit:

      1. (A) A Texas Application for Payee Identification Number Form with Section IV completed.); and
      2. (B) An assignment agreement completed and signed by the Applicant and assignee.
