Service to eligible borrowers will not be permanently cancelled, although suspensions may be applied repeatedly. Upon request service may be reinstated at any time that eligibility requirements are met. Service will end only in the following circumstances:

1. (1) a borrower ceases to meet eligibility requirements;
2. (2) a borrower requests that service be terminated;
3. (3) a borrower ceases to be an active user.
