If an agency fails to submit a records retention schedule to the director for recertification by a required deadline or fails to request an extension, the certification of the currently certified schedule and any certified amendments to the schedule expire one year from the end of the month in which the schedule was initially certified or last recertified (or two years if the agency is due for biennial recertification) and the agency is no longer authorized to dispose of state records based on the schedule.
