For so long as the Texas State Library System is funded in whole or in part by the Library Services and Construction Act Title I funds, major resource systems and regional library systems shall include in their long-range plan and annual program of services and budget projects which specifically address the Library Services and Construction Act Title I priorities, as determined by the Texas State Library and Archives Commission, upon recommendation of the Library Services and Construction Act Advisory Council.
