1. (a) The eligible applicant cannot receive GURI funds to recruit a distinguished researcher or other employee from another eligible institution in Texas.
2. (b) The eligible applicant cannot recruit a distinguished researcher or other employee from a private or independent institution of higher education in Texas, as defined by §61.003(15) of the Education Code, and which is subject to the jurisdiction of the Texas Higher Education Coordinating Board.
