- (a) The board hereby delegates any duties and responsibilities not statutorily imposed on the board to the executive director, including signature authority. The executive director may further delegate signature authority to staff as needed for the efficient operation of the department.
- (b) The executive director or other department staff shall have signature authority and other authority to act on behalf of TEDC as authorized by the board of directors.
- (c) The board shall adopt rules for the department. The executive director may authorize rule waivers as provided by law.
- (d) The governing board shall establish divisions within the department in consultation with the executive director. The executive director shall staff the department and assign duties to the divisions, which may include reorganizing the department and changing staff positions, division titles, and job titles as needed, consistent with the agency's long-range plans. The executive director shall inform the board chair of department reorganizations.
- (e) The executive director is hereby authorized to represent, both verbally and in written communications, the official position of the governing board and the department on issues concerning the agency.
- (f) The staff of the department shall provide administrative and professional support to the board as needed.
