The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.
- (1) Contract--A written agreement executed by the department and contractor to implement a Texas Community Development Program project.
- (2) Contractor--A city, county, or council of government with which the department has executed a contract.
- (3) Department--Texas Department of Commerce.
- (4) Recipients--Individuals or classes of individuals who are the beneficiaries of a contract.
- (5) Texas Community Development Program--The program by which the department administers the State of Texas' allocation of community development block grant nonentitlement area funds.
