The fees described in paragraphs (1) - (8) of this section are prohibited and may not be charged directly to the Owner-Builder, but may be charged as an allowable cost by a third party lender or servicer for a Texas Bootstrap loan:

1. (1) payment of delinquent property taxes or related fees or charges on properties to be assisted with Texas Bootstrap Loan Program funds;
2. (2) Loan Origination Fees;
3. (3) Application fee;
4. (4) discount fees;
5. (5) underwriter fee;
6. (6) loan processing fees;
7. (7) loan servicing fees; and
8. (8) other fees not approved by the Department in writing prior to expenditure.
