10 Tex. Admin. Code § 23.20
All final decisions shall be taken by resolution adopted by the board, which shall be in writing or stated in the record. The affirmative vote of at least five directors is necessary to adopt a resolution. A final decision shall include findings of fact and conclusions of law separately stated. Findings of fact, if set forth in statutory language, shall be accompanied by a concise and explicit statement of the underlying facts supporting the findings. The decision shall also include a ruling on each proposed finding of fact submitted by a party. Parties not present at the announcement of a final decision shall be notified by mail of the decision. Upon written request, a copy of the decision or order shall be delivered or mailed to any party or attorney of record.
