1. (a) Grantees must comply with all applicable state statutes, rules, regulations, and guidelines.

2. (b) The Commission adopts by reference the rules, documents, and forms listed in this subsection that relate to the administration of grants:

   1. (1) Uniform Grant Management Standards (UGMS) adopted pursuant to the Uniform Grant and Contract Management Act, Chapter 783, Texas Government Code.
   2. (2) The Commission forms, including the statement of grant award, grant adjustment notice, grantee's progress report, financial expenditure report, and property inventory report.
