The following words and terms, when used in this chapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Authorized representative--An attorney authorized to practice law in the State of Texas or, where permitted by applicable law, a person designated by a party to represent the party.
2. (2) Chief judge--The chief administrative law judge of the State Office of Administrative Hearings (SOAH) or his designee.
3. (3) Department--The Texas Department of Human Services.
4. (4) Facility--An institution which operates health care facilities as defined by the Health and Safety Code, §242.002(6).
5. (5) Director of hearings--The person who is responsible for the hearings department of the department.
