- (a) This chapter applies to contested hearings concerning administrative suspension of drivers' licenses before the State Office of Administrative Hearings.
- (b) These regulations shall be construed to ensure the fair and expeditious determination of every action.
- (c) These rules shall supplement the procedures required by law, but to the extent they conflict with the Administrative Procedure Act, the provisions of this chapter shall prevail.
