1. (a) The specifications and the contract for each project administered by the commission shall include a schedule of wages to be paid on the project.
2. (b) The wage scale will reflect wages ascertained by the commission as prevailing in the locality of the project for each craft or type of worker required thereon and not less than this rate shall be paid by any contractor on the project. "Wages" means the basic hourly rate of pay plus payments made to or on behalf of employees for benefits such as health insurance, pension plans, death benefits, and vacation pay.
3. (c) The determination made by the commission shall be final and will not be changed except as hereinafter provided.
