The commission shall compile in the most cost-efficient format a directory of businesses certified as historically underutilized businesses. The commission shall update the directory semiannually and provide a copy to state agencies, local governments and the public on a cost recovery basis. The commission shall provide access to the directory either electronically or in hard copy, on floppy diskette, or on magnetic tape, depending on the needs of the each state agency. The commission and state agencies shall use the directory to solicit bids from certified HUBs for state purchasing and public works contracts.
