1 Tex. Admin. Code § 111.20
The commission shall revoke the certification of an historically underutilized business if the commission determines that a business does not meet the definition of historically underutilized business or that the business fails to provide requested information in connection with a certification review conducted by the commission. Prior to taking final action, the commission staff shall provide the business with written notice of the proposed revocation. The commission staff shall then prepare a recommendation regarding the proposed revocation for review by the executive director of the commission. The decision of the executive director of the commission is final.
