1 Tex. Admin. Code § 81.153
In joint precincts using an electronic voting system in which only one ballot box is shared by both parties, delivery shall be made by the co-judge of the party whose candidate for governor received the highest number of votes in the precinct or consolidated precinct in the most recent gubernatorial general election. (This language should not in any manner be interpreted to prevent the county clerk or elections administrator from using separate ballot boxes for each party when using electronic voting systems.) The other co-judge or other clerks may be designated to deliver the ballot box by the co-judge of the party whose candidate for governor received the highest number of votes in the precinct in the most recent gubernatorial general election. Paper ballot boxes and returns would be delivered separately by each co-judge.
