Section 18.010 of the Texas Election Code requires the county voter registrar to provide free of charge the lists of registered voters necessary for each polling place. In those counties which use a preprinted combination form of registered voters, reimbursement to the voter registrar is limited to the actual cost of the paper stock or $20 per precinct, whichever is less. No payment may be made from the primary fund for binders, dividers, or other such adornments or enhancements for use with the voter registration lists.
