Pursuant to §173.003 of the Texas Election Code, the only expense to be paid from primary funds for early voting are the cost of ballots. The county must pay for by-mail kits and their postage, early voting workers, and all other costs incurred in conducting early voting. No costs related to early voting shall be included in a primary election services contract or primary cost reports. Expenses related to the early voting ballot board are payable from the primary fund, however.
