Unless prior approval of the Secretary of State is obtained, the county chair must purchase all services and products, including election kits and assembly of kits, using competitive quotations from three or more sources. Documentation or explanation of the lack of availability of competitive quotations must be submitted with the 1998 General Primary Election Cost Estimate. This rule does not apply to expenditures of $1,000 or less.
