(a) Pursuant to §173.031 of the Texas Election Code, primary funds consist of:
(1) all filing fees;
(2) contributions to the fund;
(3) state appropriations; and
(4) the income earned by the fund.
(b) Any refund of money expended from a primary fund is considered part of the primary fund.
