Whenever periods of time are specified in the rules of this part in days, calendar days are intended. When the day, or the last day, fixed by the rules for taking any action or paying any fee in the Office of the Secretary of State falls on Saturday, Sunday, or on a state holiday, the action may be taken, or the fee paid, on the next succeeding day which is not a Saturday, Sunday, or a state holiday. This section does not alter the time for taking action which is fixed by any statute.
