1. (a) Grantees must comply with all applicable state and federal statutes, rules, regulations, and guidelines. In instances where both federal and state requirements apply to a grantee, the more restrictive requirement applies.

2. (b) The relevant standards include, but are not limited to:

   1. (1) Uniform Grant Management Standards (UGMS) adopted pursuant to the Uniform Grant and Contract Management Act of 1981, Texas Government Code, Chapter 783. These requirements apply to SAPCS grants, including grants to non-profit corporations; and
   2. (2) All applicable OMB Circulars, and in particular, OMB Circulars A-21, A-87, A-102, A-110, A-133.
