1. (a) The following entities are eligible to apply under the SAPCS program:

   1. (1) local units of government, excluding law enforcement agencies and prosecutor's offices;
   2. (2) nonprofit agencies with 26 U.S.C. §501(c)(3) status; and
   3. (3) state agencies.

2. (b) An applicant must offer the following minimum services for at least nine months prior to receiving a SAPCS grant contract:

   1. (1) 24-hour crisis hotline;
   2. (2) crisis intervention;
   3. (3) public education;
   4. (4) advocacy and accompaniment to hospitals, law enforcement offices, prosecutors' offices, and courts for survivors and their family members; and
   5. (5) crisis intervention volunteer training.
3. (c) Local and statewide programs may also be eligible to receive SAPCS grant contracts for special projects.
