1. (a) Eligible budget categories are limited to the following:

   1. (1) personnel;
   2. (2) fringe benefits;
   3. (3) professional and consultant services;
   4. (4) travel;
   5. (5) equipment;
   6. (6) supplies;
   7. (7) other direct operating expenses; and
   8. (8) indirect costs.
