1 Tex. Admin. Code § 55.3
If the appropriate state agency finds that a public assistance recipient has good cause for failing to cooperate with the IV-D agency as to a particular obligor or potential obligor, the IV-D agency will cease to provide IV-D services regarding that obligor or potential obligor, unless the appropriate state agency determines that support enforcement may proceed without the participation of the caretaker or other relative. If the appropriate state agency determines that a public assistance recipient does not have good cause for failing to cooperate with the IV-D agency as to a particular obligor or potential obligor, the IV-D agency will continue to take whatever actions it deems appropriate to locate, establish paternity, establish or modify a support obligation, or enforce a child support obligation, as to that obligor or potential obligor.
