If a person receiving services from the IV-D agency fails to cooperate with the agency, the agency will:

1. (1) if the person is a recipient of public assistance, report the failure to cooperate to the appropriate state agency; or
2. (2) if the person is not a recipient of public assistance, notify the recipient of services that failure to cooperate will result in the termination of IV-D services.
