1 Tex. Admin. Code § 55.1
All persons who receive child support services pursuant to the Human Resources Code, Chapter 76, and other applicable provisions of law are required to cooperate with the designated state agency (hereafter the IV-D agency) in identifying and locating absent parents, establishing paternity, establishing, enforcing, or modifying child support obligations, including medical support, collecting and distributing child support payments, and in performing any other required IV-D function.
