Where an issue is being refunded under Texas Civil Statutes, Article 717k-3, by consent, written evidence of such consent signed by the holder of the issue being refunded, or if more than one holder, by all of such holders or by such number less than all if so specified by the resolution, ordinance, or order authorizing the refunding issue, must be included in the transcript.
