1 Tex. Admin. Code § 53.15
Seals must bear an inscription of the identical, official title of the issuer as it appears in the transcript, unless certification is submitted that the present issuer's title has been changed within less than 30 days prior to the date of the authorizing ordinance, resolution, or order, supported by a certified copy of the proceedings effecting the title change. The certification, in such case, must also affirm that the old seal is the only present, official seal of the issuer. Additionally, seals on certificates must exactly correspond to seals on printed securities.
