1. (a) Any fee or charge payable to the agency shall be paid in advance, unless satisfactory arrangements for subsequent payment are approved by the executive director.
2. (b) All payments of money to the agency shall be made in United States specie, money orders, or by certified or personal check. Money orders and checks must be made payable to the "Texas Ethics Commission." Payment sent by mail to the agency is at the risk of the sender.
3. (c) Money paid by actual mistake or in excess, such as a payment not required by law, may be refunded. A mere change of purpose after the payment of money, as when a party desires to withdraw a filing, will not entitle a party to a refund.
