The commission may consider and act on a sworn complaint at the preliminary review or informal hearing stage without a hearing if each affected respondent provides a written waiver of his or her right to appear. A respondent may revoke consent to act without a hearing given under this section at any time before the commission announces a final disposition of the complaint.
