Upon approval of the commission, the executive director shall establish a program to provide training relating to the laws administered and enforced by the commission and related laws for:

1. (1) members and members-elect of the legislature, to be held by January of each odd-numbered year;
2. (2) state employees, in cooperation with state agencies; and
3. (3) other persons and officials whose conduct is regulated by laws administered and enforced by the commission and related laws.
