The purpose of this subchapter is to provide guidelines for HHSC contracting personnel and vendors. Contracting personnel are required to act in the best interest of the State. All contracting personnel must avoid any activity that impairs or would reasonably appear to impair the ability to perform their duties with independence and objectivity. Vendors and their personnel and agents must conduct themselves in an ethical manner.
