The purpose of these rules is to:

1. (1) provide transparency to the public, the legislature, state agencies, and vendors on the procedures followed by HHSC procurement personnel;
2. (2) provide for consistent and uniform management of procurement and contracting processes; and
3. (3) obtain best value when purchasing the goods and services required by HHS, in order to better serve Texas residents and businesses.
