(a) DHS administers the TANF Program in Texas under guidance from the U.S. Department of Health and Human Services.
(1) DHS:
- (A) develops the state plan, policies, and procedures;
- (B) certifies eligible children and families for benefits and services; and
- (C) provides the benefits and services.
(2) The U.S. Department of Health and Human Services:
- (A) approves the state plan;
- (B) provides guidance and regulations; and
- (C) monitors the operation of the program.
(b) DHS administers the Food Stamp Program in Texas, under guidance from the U.S. Department of Agriculture Food and Nutrition Service.
(1) DHS:
- (A) develops the state plan;
- (B) certifies eligible individuals and groups for benefits; and
- (C) provides the benefits.
(2) The U.S. Department of Agriculture Food and Nutrition Service:
- (A) approves the state plan;
- (B) provides guidance and regulations;
- (C) monitors the operation of the program; and
- (D) authorizes and manages food retailers.
