1. (a) The Texas Department of Human Services (DHS) will implement a pilot Medicaid managed care project, known as STAR+PLUS, for the delivery of Medicaid-covered acute and long term care services. Services to be included are all covered primary and acute care services and all community care and nursing facility services covered by Medicaid.
2. (b) STAR+PLUS will operate under the authority of 1915(b) and (c) waivers. Rules governing the operation of STAR+PLUS will be in accordance with 25 TAC §§30.21-30.31 (Medicaid Managed Care).
3. (c) Through competitive procurement, health maintenance organizations will be selected to provide the Medicaid-covered acute and long term care services.
4. (d) The pilot project will serve clients whose primary residence is in Harris County and will begin no earlier than November 1, 1997.
