This subchapter implements the Health and Human Services Commission's authority to establish provider and member education requirements for managed care organizations participating in the state Medicaid program. This authority is granted in Texas Civil Statutes, Article 4413(502), §16, reprinted as Government Code, Chapter 531, §531.021.
