As provided by Texas Government Code §2054.378, the department may directly operate, or contract with another entity to operate, statewide technology centers to provide governmental entities, on a cost-sharing basis, services related to:

1. (1) Information resources and information resources technology; and
2. (2) The deployment, development, and maintenance of software applications.
