Selection of Information Resources Managers

- (a) The head of each institution of higher education is ultimately responsible for the management of state information resources.
- (b) The head of an institution of higher education may serve as the institution's information resources manager or may designate another senior official or, in the case of a joint information resources manager, an official from another state agency or institution of higher education to serve as the information resources manager on their behalf. The designation of an institution of higher education information resources manager is intended to establish clear accountability for setting policy for information resources management activities, provide for greater coordination of the institution's information activities, and ensure greater visibility of such activities within and between institutions of higher education.
- (c) The head of each institution of higher education shall designate an information resources manager. The institution of higher education's designation must contain the name, title, authority, responsibilities, organizational resources, education and experience of the proposed information resources manager in the format prescribed by the department. In the case of a person designated as a joint information resources manager, the institution of higher education's designation must include the name of the state agency or institution of higher education that employs the designated information resources manager. Designation of a joint information resources manager requires prior approval by the department. The department must acknowledge receipt of the designation of the institution of higher education's information resources manager within 30 days after receipt of the designation.
