1. (a) The Commission, in consultation with the Bank, shall conduct its review of the applicant's creditworthiness based on standard due diligence practices and procedures that are consistent with other Bank lending programs including but not limited to:

   1. (1) review of project description to assess program criteria requirements;
   2. (2) quick assessment project considerations;
   3. (3) management assessment and current company news search;
   4. (4) economic/financial analysis;
   5. (5) revenue analysis;
   6. (6) credit rating review; and
   7. (7) financial analysis summary - strengths, weaknesses, exceptions.

2. (b) In addition, the Commission, in consultation with the Texas Public Finance Authority, shall also be responsible for developing the loan and security structure including:

   1. (1) the loan term sheet;
   2. (2) the loan agreement; and
   3. (3) the bond sale activities.
