Any complaint against a crime stoppers organization or allegation that a crime stoppers organization fails to meet the certification requirements described in §3.9000(b) of this chapter must be submitted in writing to the director of the Texas Crime Stoppers Council. The Texas Crime Stoppers Council may only consider complaints or allegations made against a crime stoppers organization that is certified, or has applied to be certified, by the Texas Crime Stoppers Council pursuant to §3.9000 of this chapter.
