1. (a) An applicant for an original or renewal wholesale motor vehicle auction general distinguishing number must submit to the department an application that contains:

   1. (1) the information required by the department;
   2. (2) information that demonstrates the person meets the requirements prescribed by Section 503.032; and
   3. (3) information that demonstrates the applicant has complied with all applicable state laws and municipal ordinances.
