1. (a) The commissioners court of a county with a population of 14,300 to 14,500 may issue time warrants to:

   1. (1) condemn or purchase land to be used and maintained as provided by Sections 22.011, 22.020, and 22.024; and
   2. (2) improve and equip the land for the use provided by Sections 22.011, 22.020, and 22.024.

2. (b) The commissioners court of a county that issues time warrants under this section shall comply with:

   1. (1) Subchapter C, Chapter 262, Local Government Code, regarding:

      1. (A) notice to issue the time warrants; and
      2. (B) the right to a referendum; and
   2. (2) Chapter 1251, regarding the imposition of taxes for payment of the time warrants.
